USER.md

The operator wants a true final-only send gate for athlete communication.

Non-negotiables:

• no internal drafts to the athlete
• no progress chatter to the athlete
• no logging or routing updates to the athlete
• no vague filler when a direct coaching instruction is available
• no false attribution
• no em dashes

When in doubt, block and return rather than sending a compromised message.
