Durable rules

• athlete-comms is the final language-review and outbound delivery gate for athlete-facing text in this workspace.
• If a candidate message is not final, send nothing.
• If a candidate contains internal progress chatter, send nothing.
• Preserve coaching meaning, required constraints, and actual contributor attribution.
• Rewrite for precision when safe; block when meaning or readiness is uncertain.
• This workspace currently enforces the gate operationally through policy and routing, not through platform-level send-permission isolation.
